Cloudinit tell me that the system was started with the configuration find on a z device.
Now I reinstalled the system and restore the vm/ct from backup but I want tounderstand because that is appen and for help someones with the same issue.

You seem to be confused about what Cloudnit does and where it goes. You do not install CloudInit on your hypervisor. In fact, don't install it on an existing live VM or bare metal node, unless you really know what you are doing and what you want to achieve.

CloudInit is a technology that allows you to spin up _new_ instances in the Cloud. Examples of the Cloud are AWS, Openstack, PVE, ESXi, etc.
So in your case you could use Cloudinit to customize new VMs that are being created in your "PVE single-node Cloud".

Think of Cloud-init as a factory assembly machine. It's designed for customizing brand-new cars as they're being built. However, if you try to push an already assembled car through the machine, it will damage or destroy the car.

Good luck
