change cdrom for user

I have created an user and give him this permissions: VM.Config.CDROM VM.Audit

He can change the cdrom from any to `do not use any media`.
But he can't change the cdrom from 'use physical cd/dvd drive' to any.
it gives an error: `Permission check failed (/, Sys.Console) (403)

Which permissions do this user missing?

No, the user haven't permission on the store for iso images.
Is it necessary?
He will only change from `physical cdrom` to `no media` and vice versa.

Same error when gives the user `Administrator` access.
Can only root (linux user) this?
