Can't shutdown Win 2016 server

Hello, someone have a tutorial to config Win server 2016 to shutdown from proxmox web panel ?
I have set all as win2012 but doasn't work ..

Installed but nothing changed ... i have also installed Baloon service.
On the Service list, i can see Quemu Agent Auto , but stopped,
QUemu Guest Agent Vss Provider - ON
Baloon Service - ON

then you should find out why it is not started and start it
note: there are more steps to it than simply installing the guest agent (see the wiki entry i linked to)

Qemuagent does not really always working fine. We've deactivated the agent on all us VM's. We spend really a lot of time to find out were is the probelem. But nothing. Sometimes the agent was working many weeks, then it crashes after 30 minutes during server was started. So i it is not useabel this time in windows.
... and yes we tested the agent on ore then one serves/installs
