Can't install virtio scsi or viriostor drivers on Server 2016 guest

2 different VMs, both Server 2016.

I downloaded the virtio-win-0.1.141 iso and mounted via CD drive, added a small scsi virtio drive. Windows recognizes the drive as a qemu scsi disk but it is using a driver from Microsoft from 2006.

I tried both scsi virtio and virtio block w/ the different drivers. I'm not letting Windows search for the best driver, I'm manually selecting Have Disk and browsing to the .inf file on the iso image. Windows still won't let me install it, Windows just says ""The folder you specified doesn't contain driver software for your device. Select a folder that contains your driver software and try again."
 
Anybody? It seems this is easily done during install, but after the fact, changing the device and getting Windows to accept the driver is problematic. I've run across a few others on reddit who've had the same issue and had to completely wipe and make a new VM. That's not an option here.
