can't figure out how to add a user to a role in PVE 9.0.10

I can't seem to figure out how to add a user to a role. I think it has to do with the permissions given to a user, but for some reason, this does not seem like it can be changed, at least from what I can see. If I click on the icon, it just changes is it to a + or - but I can't seem to actually set anything. What am I missing?

Go one up (from your screenshot) to Permissions and click Add there.
