Cannot get simple firewall to work

Firewall on Datacenter, Node, ReverseProxy VM is ON,
Input Policy on Datacenter, ReverseProxy VM is DROP.

All my entry traffic is directed to the ReverseProxy VM.

Why can I connect to the ReverseProxy VM using any IP (other than the one defined in the firewall)?
