How do you do!

As i understand free mem fo use is 12 Gb. But the pic show me some 20Gb(see attachment)

Problem is, when i run VM it show me error:

I can't understand why it show me error. The server have enough free memory. Explain please what could be the problem? If a similar problem has already occurred, give the link for review.
