Bug: shutdown VM is equal stop command

Hello

My vms is running the lastest guest agent and virtio driver, and my proxmox is 6.3 but i found a problem: if I click on "shutdown" the proxmox dont shutdown the guest,
simply turn the VC off (like as clicking on "stop").

Take a look on VM with this problem:

When you shutdown the VM have you tried to see if there any error in syslog or journalctl?
