/bin/sh can’t access tty

I installed proxmox 1.9 on a 16gb Sandisk Cruzer USB drive. I want to be able to boot the operating system from the USB because I will use network storage instead of a local hard drive to store data. So Proxmox should boot from the USB and the individual virtual machines will be on the network storage. grub loads and the OS starts to boot, but when it starts to look for a hard drive, it hangs for a minute or two and then gives the error "/bin/sh can't access tty" and it goes to initramfs prompt.
