Proxmox directory storages:
  • /var/lib/vz: used for fast vzdumps snapshots on nvme ssd's
  • /znas/vzdumps: external ZFS dataset on slower disks
I plan to rsync or move all dumps from /var/lib/vz/dump to /znas/vzdumps/dump .

I wonder if the backup retention policy settings on /znas/vzdumps will be enforced on moved vzdumps or if it is applied only when vzdump is running/invoked ?

usually pruning is only done for a given guest after the backup for that guest is finished. You can manually prune a given storage using the pvesm prune-backups command (or the corresponding API endpoint), see man pvesm for details. E.g. you could configure a systemd timer+service for this or a cron job.
