If I enable backup encryption, does that negatively impact the dedupe ratio on PBS? Right now I'm getting over 10:1 unencrypted, but I'd like to secure my backups.

yes encryption will have an impact regarding de-duplication, as backups using different encryption keys will not be able to share chunks. Also, chunks of encrypted and unencrypted contents will be different, therefore not being de-duplicated. For backups using the same encryption keys, there will however be no difference.
