As so often: this depends on your own requirements.
Personally I do NOT backup my PBS'. Instead of that approach I simply have three of them ;-)
You can create a second PBS and "sync" your backups to it. That sync can happen at any time and as often you want; I do that only once a week - because of the crazy(!) energy costs here in Germany those secondary/tertiary PBS' are turned off most of the time.

You can import a datastore in any PBS and all your snapshots and backups will be available. As long as those drives are safe, you don't really need anything else to access your bakups.
