During dist-upgrade, apt wants to remove the package proxmox-ve. Is this intended?

Output of apt update, list and dist-upgrade:
Code:
root@pve01 ~# apt update
Hit:1 http://download.proxmox.com/debian/pve bookworm InRelease
Hit:2 https://deb.debian.org/debian bookworm InRelease
Hit:3 https://deb.debian.org/debian bookworm-updates InRelease
Hit:4 https://security.debian.org bookworm-security InRelease
