I have recently set up successful GPU passthrough for 2 dGPUs and the iGPU on a Proxmox machine. Proxmox itself uses the IPMI/BMC graphics for displaying the console. Everything seems to be working well besides the occasional crash, which I'll eventually work out.
My issue is regarding the power usage when the GPUs are passed through. It is pretty high on the GPUs, even with undervolting them within the VM, but it is extremely high when the iGPU is passed through. What could cause this?
Details:
One GPU is passed through to EndeavourOS, one to Windows 11, and the iGPU is passed to a different Windows 11 instance. I have the drivers installed in all of the guest machines and Radeon software installed on the Windows guests. With no VMs running, power usage is about 150+ watts. Powering on the VMs with dGPUs drops this to 120+ with no GPU fans running and clocks low. I am using the vbios ROM files with both GPUs.
Booting the VM with the iGPU pushes the wattage up to 200+ watts and it stays there even after shutting it down. I am passing it through with the vbios and GOP files that I extracted myself. The resetbugfix is also installed in Windows and seems to be working.
Any help figuring this out would be very much appreciated.

OS Drive - 250GB SATA Micron?
VM NVMe Drives - 2x 2TB Samsung 980 Pro LVM
VM Storage - 2x 4TB WD Red ZFS
GPU1 - Sapphire Pulse 7900xtx
GPU2 - Sapphire Pulse 7700xt
