The /etc/corosync/authkey and /etc/pve/corosync.conf files on the pve22 node have been deleted, but this error is still reported.

did you stop the corosync.service? (or reboot that node)?

Sorry - I misread your original post - if you want to join pve22 to a cluster (and pve21 is part of that cluster) - you need to run the pvecm add command on pve22 - see the reference documentation on the topic:
