Not sure if there is an official place to request this? But it would be nice if one could global blacklist a message in spam quarantine as well as just user blacklist.

if you want a 'globak blacklist' you just have to maintain a rule in the rule system. There is already such a rule in the default ruleset, you just have to maintain the 'blacklist' who object

Yep I know I could do it that way, but it would be a lot easier if there was also a 'blacklist global' button to click on when going through the spam quarantine list, I tend to get multiple instances of the same spam to different users, so if i caught it early, and could just hot blacklist global, all those other spams I could avoid, at the moment I blacklist the same message up to a dozen times on individual accouts

that's not really possible, since the "global blacklist" rule is just a predefined rule, but nothing that must/has to exist. it's just another rule like any other
in generaly i'd advise against maintaining some big black/whitelists (especially for domains) and try to find settings where spam is filtered out reliably
the bigger the rule system the more resources it uses and the slower the processing is, also a big rule system makes it hard to keep an overview

Yes this feature as "Add to Global Backlist/WhiteList" in Spam Quarantine folder button, would be very useful.
as i said that's not really possible because there is no fixed global black/whitelist. the default rules are just that, default. nothing prevents you from deleting that rule/object
Come on it is not be that impossible. If there is a user based list with right click implemented, global black list is also possible. Not thinking about rule system here.
sure it's possible to implement new features, i meant it's not really possible to just implement the button. we'd then also have to introduce a global (fixed!) blacklist/whitelist, have to think about how that integrates with the rulesystem (at which position will it be checked, what are the actions? block/quarantine) we'd have to integrate it in the ui, we'd have to probably adapt the proxmox-log-tracker to parse it correctly, etc.
