This is not something you do in Proxmox VE.
If you want to access the GUI outside of your home, you need to setup port forwarding on your ISP router. https://en.wikipedia.org/wiki/Port_forwarding
Every router has the port forwarding settings somewhere else, but if you look for port forwarding in your router, you should be able to find it.
But do note that this can also bring security risks (since everyone can access the Proxmox VE server) and you are responsible for making sure your Proxmox VE is secure.
Yes, for security reasons you should prefer setting up a VPN server so your PVE server isn't public and attackable.
Have a look at the manual of your router. They often can act as a VPN server. If your router is too crappy that it doesn't support such features you could also roll out a proper router in a VM like pfsense/OPNsense.
