6.1-7 vm not starting with pci passthrough

I have done everything any tutorial says as well as follow the wiki on how to get this to work, it seems to work fine for every one else but me.
Device is in its own iommu group
Iommu is enabled in grub
Overrides are downstream and multifunction
Virtualization is enabled in bios - dl380 g7 with dual x5650
I've been at this thing for about 8 hours and all I'm trying to do is pass through a single nic

What error do you get? Either in the task log or if you start the VM manually with qm start VMID
