4 NIC on Dell R610

The Dell R610 has 4 NIC on the back.
I am new to this so the question will sound stupid.
I have a modem setup with port 8 set as a bridge and connected into NIC4 on the server whos VM is assigned that public IP, how do I setup ProxMox network
eno4 shows active after performing updown2

I hope I understand what you want.
You have connected your modem to eno4 on your Proxmox VE server and want to use this physical connection for a VM that will then use a public IP on that interface?

Do not configure any IP on eno4. Create a new bridge with eno4 as bridge_port. Then you can either add a new network interface to the VM or change an existing one to use the new bridge. After that, you can configure the public IP inside the VM on that interface.
