Downgrading to that version also fixes a memory hotplug issue with my Linux Mint VMs. I guess there is a memory-related regression in edk2-firmware.The problem is gone after downgrading a pve-edk2-firmware to version 3.20220526-1.
I was only the messenger (who had the same error message as you). @SergeyMorozov found the problem with the pve-edk2-firmware update here.Leesteken's solution solved my problem as well. Thanks to him for tracking it down

?Two VMs (with PCIe passthrough) use host (Ryzen 5950X) and they only fail with "out of memory" when enabling memory hotplug. Changing host to kvm64 does make memory hotplug work again. Also using EPYC or EPYC-IBPB works, but EPYC-Rome does not (and my CPU does not support EPYC-Milan).@leesteken Are you also using CPU typehost

Thanks. I'll wait an see. Only the combination of OVMF with PCIe passthrough and memory hotplug and EPYC-Rome (or above/max/host) does not work for me. Changing either of those four things is a work-around currently.We'll have to wait on what upstream has to say, but it might be necessary to assign more memory to such VMs in the future (or not use OVMF BIOS or usekvm64
