Have you try to boot from DVD/usb iso of proxmox ? During boot you can chose rescue mode If you boot your new server with this mode you can try to start your vm

I have the same problem. If i try to move disk or to clone stopped VM receive the same error after 1%. Clone and disk move work when VM is started
