    problem solved! i made sure /etc/hosts has a line for my LAN iface addr (vmbr0) with the corresponding hostname per /etc/hostname after a reboot my /etc/pve was populated.

    after moving PCIE card to another slot I was able to boot. for now I removed all directed IO configuration, and will experiment further at a later point.
