Removed the cluster, unfortunately same situation. Suspect vmbr issue with the new physical nic. Previous host had Intel one, new one a cheap Realtek, no extra drivers or config was done. Simple a clean new install and restored VM from backup.

I'm fighting this problem for the last few days as well.
It does seems like a common problem lately.
Randomly got my external services not reachable, configured a monitoring and getting a lot of notifications, also experiencing it when at home and connecting locally.

Thank you for the hint. Actually managed to perform a migration in the same day I started the post.
Used a bit lazy approach and instead of converting to a different format directly imported vmdk to VM.
qm importdisk VM_ID vmdk_location <storage ID/name> --format vmdk
