Looks like a different device occupies the server's IP. Try to reboot your PC, then ping the IP again and arp -a afterwards to find the MAC of the offending device.
Try to use the LTS firmware (6.47.9) for such use cases, the current stable is IMHO ok for testing and SOHO usage, but not stable enough for data center production yet.
For just connecting to the GUI etc, probably a simple SSH tunnel is sufficient. As OpenSSH is already preinstalled, this is an easy and non-obtrusive way to manage your Proxmox securely .
