If you run : /etc/init.d/networking restart
You will get an error about /var/run/network/ifstate being unavailable or something similar (from memory)
What is wrong is the /var/run/network directory is not being created on boot up for some reason so simply :
mkdir...

This turned out not to be a KVM/Proxmox issue after all but a stroppy router that had behaved itself previously decided to act up. This does explain the VERY odd results I was getting...
