Yes, I've tested it. I can remove any kernels listed with this command:
dpkg --list | egrep -i --color 'linux-image|linux-headers'
Then:
apt-get --purge remove linux-image-4.9.0-4-amd64 linux-image-4.9.0-5-amd64
update-grub
