Update: it seems I'm not the only one having this issue.
I followed the steps here https://forum.proxmox.com/threads/upgrade-4-4-to-5-no-gui.35557/, and updated my repositories, rebooted, ran apt-get dist-upgrade again, and sure enough everything seems to be back online.
