Actually taking a look through the BIOS settings again I found the difference in the machine. It turns out to run on the Dell OptiPlex 755 with latest BIOS, one needs to set the trusted execution to "OFF"... This seems fairly counter-intuitive to me, but with this setting I can now create KVM...

Ahhh... I don't actually have Java on my normal OSX machine available from the browser. I don't have it installed because of all the perceived security problems... Maybe this is a mistake and java is totally safe but I have seen enough of warnings like this to give me pause...
