You dont even need the test repo, even according to the OP from PVE-Team: The apt update and install should be enough.

Latest Update 5.13.19-4-pve broke my QEMU PCIe Sharing. Works with 5.13.19-3

Had the same issue with USB-passthrough not working. Went with the 5.15 kernel and now its back to working again.
