    Cannot start new VM: "GRUB_FORCE_PARTUUID set, attempting initrdless boot"

    Try using the non-KVM cloud image, e.g. wget https://cloud-images.ubuntu.com/focal/current/focal-server-cloudimg-amd64.img It seems counterintuitive, but this was the problem for me.
