    Just figured out my problem. The node that was shut down, caused the Cluster to drop below the quorum limit. Such that the node entered a read-only mode and no VMs or CTs were started and the Web GUI was inaccessible. pvecm expected 1 fixed that and the GUI became accessible again. Question...
