We've tried importing an exported .ovf, but it fails to boot as well

That doesn't boot either, I've' tried our Windows Server 2016 Standard edition as well, still no luck

Ubuntu 20.04 installed fine without any issues...I have tried Windows 21H2 but it's not working, seems that it might be a driver issue

It does exactly the same but waits for 25 seconds, on a black screen with a flashing cursor, before it resets again.
