After days of research, I can answer my question:
1. It is info, not error. I can ignore it.
2. It is Intel's fault. their CPU has some hardware bugs. I can not solve it.
3. It is a historical legacy issue related to BIOS and does not require attention.
4. Broadcom's fault, and It is been there...
It seems I only need to care about errors:

I have a Dell PowerEdge R220 (with H310 raid card in non-raid mode, BCM 5720 dual port onboard NIC). And I see some error logs in jrounalctl -b. Can someone tell me what these errors mean?

Yes. /dev/disk/by-id is the right way. I reinstalled debian 11 with uefi boot. ( before that is bios boot)
Everything is fine except the disk sequence.
I just want to know if I encountered an bug or something wierd that I need to know.
Sorry about this problem. It is solved now. My switch is out of order and I am buying a new one.
