tl;dr same config on different machines, different results. How to debug?
This is all with a fresh install of 6.3 downloaded today. I've installed on a Aorus Pro AX Z490 board and am using the onboard NIC.
After install I set the net interface to DHCP

iface vmbr0 inet dhcp...
