GPU passthrough - device is locked after performing a restart of the VM

Greetings Everyone, I passed my 2 GPUs (AMD RX 560s) to 2 VMs running on Proxmox 6.2.11. Both work fine on their respective VM however when I restart one of the VMs I cant get it to start again with the message: kvm: -device...
