Are you sure eno1 is the correct cabled port? Could also be eno2 (depends on which cable is connected). I have never seen "hwaddress" in a vmbr0, you might try to remove that and see if it helps. How does the switch-configuration on the cabled port look like?

Is there a reason why you want to use ssds for ceph, are they larger then the nvmes?

Im not sure if this is related, but why is scsi1 53TB in its size? even if its not related, that might be a bad idea, because the pool does not have that much space.

Stupid question: did you check the boot order? have you removed any other disks that might contain the "windows" os ?
