I figured out what was going on. You will notice in my config is says vga: qxl2,memory=64. When I removed the 64 from the Memory box and left it at the default value 16 the vm booted.

Does qxl2 (spice dual monitor) work with machine type q35? The vm works fine when only one monitor is selected (qxl) but wont boot if I select qxl2. Both qxl and qxl2 work fine when the machine type is i440fx. I install the spice-guest-tools from this link...
