I have a very similar issue. The only possible way to connect is (1.) local or (2.) SSH from local network.
I run some commands by SSH connection:
-firewall stopped:
# pve-firewall status
disabled/stopped

I tried with Win 8.1 Pro x64 and i'm facing with the same issue, but this time i was able somehow to install the driver.
However, the final conclusion: error code 43.
This was the order of events:
-vm boot
-error code 43
-driver uninstalled from device manager (nvidia)
-driver installed...
Do i need to follow any other additional instructions excepting of what i have already did for Win7 or Win10 vms?
How does perform the gpu in your guest?

In my case i found that i have to use: "hostpci0: 01:00,x-vga=on,pcie=1,romfile=vbios.bin", otherwise the output of graphic card is not enabled.
During VM's boot up process the VM seems to enter into an infinite loop.
This happens every time, no matter what option i choose (Safe Mode / Normally)...
I still couldn't try to see if the video output is working by connecting a monitor to the graphic card, but i have installed the VNC Server in guest os.
