Although it is not officially supported by proxmox, I would suggest you to try ZFS, installed on local PVE node.
Just install PVE on a single ssd disk and build a ZFS pool with the rest HDDs.You can "partition" this ZFS pool in as many slices (datasets) you want and use it for vms,isos etc...
ZFS cannot do that. I mean it cannot do real time syncing of data like DRBD does.
You can use zfs send/receive to backup your primary server to a secondary server but you cannot work in dual primary mode like in DRBD, so no live migration is possible.
DRBD works fine for me (no HA), no issues...

As long as the cluster configuration is unique to the entire cluster I don't believe you can do that.
You need to have 2 separate clusters for that.

Yes, you can.
You can enable HA just for vms you need for.Just go to Datacenter -> HA and enable HA for vms you need HA.The remaining vms will be handled manually by you.

Actually I have done the opposite.ZFS has control over disks and DRBD sits on top of each ZVOL.So, each VM lives on separate DRBD resource -> ZVOL.Each ZVOL is snapshotted automatically by using zfs-autosnapshot.

Is this ssd the only disk drive on your server? If not, try to disconnect all other disk drives during the installation and connect them back after the installation.
