I personally use LibreNMS for monitoring and managing network related stuff.
Maybe not directly the thing you are looking for but it does what you want, and you can (if needed) add alerts if a device is using too much data.

When I remove a VM and recreate a new VM with another perpose, it got the same ID like 111.
What I see then is that the backup`s that where created are still in place.

What you can do is install the qemu-guest-agent (pve.proxmox.com/wiki/Qemu-guest-agent) and after that append to the grub bootloader the -vga virtio as an option.
