if I were you I would look for performance rather than stability : try to make 2 ssds as raidz0, also the 2 HDDs . use the money for another HDD and backup on it. simple plan, little cost, effective performance.

problem solved, I paid money for a tech guy who is trickier than hetzner and he solves this for me , i will write full report case with that in two or more days. but for now, simply he did that configuration to the interfaces : auto enp4s0 iface enp4s0 inet static address...

I am using routed configuration, as they described in hetzner manuals. no need to set a firewall or nat as I guess. and if it was a firewall issue it wouldn't ping at all.

all ips are set automatically through DHCP. all ips on VM are pingable. all VMS can go to the internet fast and stable. do you have any other ideas?

thanks for your support, but I need to explain that: I already read all the manuals and tutorials, and I applied it perfectly, and the proof is : everything is working. all the problems now that the connections to the additional ips are interruptable, sometimes it's working sometimes it's not...
