    i can 'tc' .but, i put "tc qdisc add dev tap111i0d0 root tbf rate 200kbps latency 50ms burst 1000". kvm win2003 don't open web.why? i put "tc qdisc del dev tap111i0d0 root tbf". kvm win2003 can open web. please call me why? my command is not right?thanks!
