This is the case as well with my NUC10 running VE 6.3-2.
I get the same outoput as @rileyskyler running the mentioned command:
ifdown vmbr0 --force && ifdown eno1 --force && ifup -v vmbr0
Output:
ifup: configuring interface vmbr0=vmbr0 (inet)
/bin/run-parts --exit-on-error --verbose...
