I have read through some of these threads, but correct me if I am wrong. If I have a mixture of Enterprise licenses and Community supported systems, I need to have an 80% mixture in favor of Enterprise to qualify for an Enterprise license for the Datacenter Manager?

Small but important difference: the license of Proxmox products is primarily the AGPLv3.
What you are buying are subscriptions. In order to get updates from the enterprise repository (best tested, recommended for production) you need to have a subscription.
With the PDM it is now so, that it doesn't need a dedicated subscription by itself, but the connected systems. And you need to have at least 80% with Basic or higher subscription levels for it to be able to access the enterprise update repository.

I understand the subscription model. I think I am understanding the second paragraph. If I have three enterprise subscriptions. IF I add the PDM, I can update the connected systems through the enterprise update repository. However, if I add even one community supported Proxmox server to the PDM, that would take subscriptions below the 80% threshold to 75%. Then I would have to go to each licensed enterprise subscription Proxmox instance to update (not through PDM), but I would be able to manage the non licensed Proxmox instance through either the Proxmox instance or the PDM? I hope I am not overthinking this. Thank you for your kind and prompt responses to my questions. You have been most helpful.
It is only about the repositories that the PDM itself can access to get its own updates. Using the update function for seeing available updates and trigger them from the PDM directly is working either way in my experience.

We had a meeting about this after realizing this limitation. Our CIO's take was essentially that Proxmox is now falsely advertising the Community Subscription since it clearly says it includes Enterprise Repository access.
Managing all our clusters, only the main production one of which has higher level licenses, with a non-production Datacenter Manager with a ton of warnings is not going to happen. Neither is upgrading dozens of Community subscriptions just for this.

Same here: Now saw that you cross-posted this in various threads, see my reply here and please stop doing such spam-like mass replies.
I work for a Microsoft shop and while Basic / Standard / Premium might be a bargain comparing to Broadcom it is out of reach in our environment as this would at least triple our license cost, going beyond what we would pay for a competitors solution (given that we don't use Ceph).
Well, so far we lived without a Datacenter Manager (in the Proxmox world) but I do hope that you are aware what a strong product you have with the Community editions. It is what keeps Proxmox alive at my company and without it we would probably be using something else.
So far nothing will change on our side and the new Datacenter Manager seems to be a fine product. Congratulations.

First: It's not a license but a subscription. The license is still the GNU Affero General Public License, version 3, so it's always legal to use it (or one of the other Proxmox products) without paying. A subscription is needed however to get access to the enterprise-repository, support (beginning with the basic tier for ProxmoxVE) and removing the nag screen. So: The same like for ProxmoxVE, ProxmoxBackupServer and ProxmoxMailGateway.
So: Yes, of course you can use PDM even for small customers. You will just get the nag screen for PDM (since at PDM it's aimed at people without enough basic or higher subscriptions) but that's all.
The main thing to remember, without the enterprise repo doesn't have a major lack of features (outside of time lag). You have a choice with test or no-subscription repo if you don't have enough at level basic. You can either get early access to new features with test repo, and so slightly more likely bugs, or you can lag behind on patches / security fixes with the no sub repo. So far it seems to be at most months difference, probably less between the repos converging.

Thanks for the answer and the confirmation that we can perform the migrations using the PDM. As always, I wouldn't have expected anything less.

It has no lack of features.
You're not lagging behind in any way with the no-subscription repos. In fact, the opposite is true: you're slightly ahead, at the expense of the packages not being as well tested. The order in which Proxmox packages are rolled out is test -> no-sub -> enterprise.
This applies to packages from the Proxmox repositories, i.e., all Proxmox-specific tools and services, the kernel, and ZFS if you use it. For packages that come from the Debian repositories, i.e., the whole rest of the system, everyone receives updates at the same time.

99% our customers are using Proxmox Community or higher licenses. Think they should give something back too.
I also prefer the enterpriseprice repos in production environments.
Only a few very small customers have no subscription.

You are right, it's test -> no-sub -> enterprise, and I was incorrectly thinking it was test -> enterprise -> no-sub... So, if anything it's enterprise that lags slightly in features.
