searching for this log-message online yields some results from 2007 where this was installed in postfix as mitigation for some strange email that tried to circumvent some checks - as it's not too common in my experience (this is the first time I've seen this IIRC) - I'd guess that the mail-server trying to send these mails to PMG is somehow misconfigured in the way is encodes the mail-headers.
