Why?
In the past people have tried removing their threads when it was answered, which prevents other people from finding it, learning from it and hopefully resolving their issue more quickly.
Sometimes people post a question only to find the answer almost immediately. Why prevent others from seeing the solution? Mark a thread as solved (edit thread, select Solved from the menu) to prevent people from spending time on questions that have been answered.
Proxmox staff can remove threads when they think it is necessary.
Feature requests should usually go via bugzilla.proxmox.com but I'm not sure about forum issues (as Proxmox probably does not develop the forum software themselves).
