I think the nested virtualization issue is not related to GPU passthrough. (I am also ultimately going to pass through a GPU to my VM and was hoping to use Hyper-V's implementation of GPU-P). But to simplify the problem I created another VM with no GPU passthrough and the same problem occurs...
