I am working on a solution where it would be advantages to allow a guest machine to have the ability to assign its own vlans.

This is not really a proxmox tool.
Remember. Proxmox just runs on debian.
HWRaid is configured independently of of proxmox, but by default will email you the raid status.
I have used supermicro - no major issue on that front.
