Does subscribing give you access for repositories that allow TPM in 6.4? I have found a case where I need to stay back to run older versions of macOS

I have only had success with GibMacOS for getting a complete version of the Mojave installation medium. Besides that I have a legit installation app from the app store that I pulled the package out of with no luck.
