    Finally, the problem is resolved, and a firewall is verified that the inspection permits the traffic of the SSL certificate. In my case there is a Fortinet, the only one that can change the mode of inspection according to the policy of the Internet, the server and all the functions.

    I don't believe it's an IP blocking issue, as I have two servers running Proxmox 9.1 in two different locations with different public IP addresses. In both cases, the effect is the same. At those locations, I have others Proxmox 8.4.9 servers, and they work correctly.
